1. Strategy Development and Business Impact
? Develop Group Procurement Strategy: based On in-depth analysis of the company’s overall business strategy and market trends, formulate and lead the implementation of the group’s mid-to long-term procurement strategy, ensuring alignment with the company’s financial, operational, and growth objectives.
? Drive Value Chain Optimisation: Lead comprehensive strategic sourcing and management of key categories (direct and indirect), optimising the supply chain structure through innovative procurement models (e.g., group purchasing, strategic outsourcing, VMI) to enhance the resilience, efficiency, and cost competitiveness of the entire value chain.
? Lead Change and Digital Transformation: Evaluate and introduce advanced procurement technologies and data analysis tools, drive the digital and automated transformation of procurement processes, and leverage data insights to inform better decision-making.
? Risk Management and Sustainability: Establish comprehensive supplier risk assessment and mitigation mechanisms to ensure supply chain stability and security. Integrate Environmental, Social, and Governance (ESG) principles into procurement strategy to promote sustainable procurement practices.
2. Governance, Compliance, and Operational Excellence
? Establish Governance framework: Design, implement, and continuously optimise corporate-level procurement policies, processes, authorisation systems, and codes of ethical conduct to ensure compliance, consistency, and transparency across all group procurement activities.
? Cost Governance and Value Creation: Develop a Total Cost of Ownership (TCO) management model, moving beyond price negotiations to deeply analyse and drive cost-saving opportunities in design optimisation, standardisation, demand management, and other areas. Regularly report procurement performance, savings achievements, and value contributions to senior management.
? Supplier Relationship Governance: Develop and manage a supplier tiering and performance management system (SRM), establishing deep collaborative partnerships with strategic and key suppliers to foster innovation and drive continuous improvement.
? Lead Commodity Price Strategy: Establish and lead price trend analysis, forecasting models, and hedging strategies for key precious metals and bulk commodities to smooth cost volatility and directly protect company profits. Explore and implement supply chain finance solutions to optimise payment terms and financing arrangements with key suppliers, improving company cash flow.
3. Leadership and Organisational Development
? Lead the Procurement Team: Take full responsibility for the procurement team’s budget, resource planning, organisational structure design, and talent pipeline development. Recruit, develop, motivate, and retain high-calibre procurement professionals.
? Foster a High-Performance Culture: Set clear departmental and individual performance targets, and build a business-oriented, excellence-driven team through effective coaching and performance management.
? Cross-Departmental Collaboration and Influence: As a key member of the executive management team, proactively collaborate with heads of business functions such as Engineering, Sales, Production, and Finance etc. to integrate procurement strategy early into product development, project planning, and budgeting processes, maximising procurement’s contribution to the business.
? Professional Capability Development: Plan and drive capability development programmes for the entire procurement team, ensuring they are equipped with the latest market knowledge, negotiation skills, strategic sourcing methods, and risk management capabilities

? Expertise in commodity price analysis models and forecasting methodologies.
? Proficiency in Total Cost of Ownership (TCO) analysis and cost optimization development.
? Proven experience in successfully building a diversified, multi-tiered strategic supplier base and managing strategic partnerships with core suppliers.
? Strong capability in supply chain risk identification, assessment, and mitigation, with experience developing and testing effective Business Continuity Plans (BCP).
? Extensive experience leading complex negotiations for strategic procurement projects, securing optimal long-term commercial and technical terms.
? Strong cross-functional coordination and influence skills, with the ability to clearly articulate the business value of procurement strategy to secure buy-in from key stakeholders.
? Skilled in using data analysis tools (e.g., advanced Excel, BI tools) for market intelligence and procurement decision-making.
? Deep understanding of procurement digitalisation with experience leading system implementation or upgrades.
? Ability to tightly align procurement activities with overall company financial objectives (gross margin, net profit, cash flow), possesses a strong 'business ownership' mentality.

Education & Work Experience:
? Bachelor's degree or above in Supply Chain Management, Procurement, Materials Science, International Trade, Business Administration or related field. A Master's degree or MBA is preferred.
? Minimum of 10 years' experience in procurement and supply chain management, with at least 5 years in a senior procurement management role (e.g., Senior Purchasing Manager / Director) within electronics manufacturing, specifically the PCB, SMT, or semiconductor industry.
? Profound understanding of PCB manufacturing processes, BOM structure, and the technical specifications, cost drivers, market dynamics, and supply chain characteristics of key raw materials.
? Working in a multi-national, matrix-organised environment, with the ability to navigate complexity across diverse cultures.
? Excellent command of written and spoken English, with the ability to conduct international business negotiations and review contracts and technical documents proficiently.
